It is more than twelve years since the salary of my office was revised; it was not raised at the general revision of salaries in 1891. Messrs. Trevor Cox and Burtis, holding similar appointments to my own at Singapore and Penang respectively, have $2,100 per annum each, in addition to free houses. In October last year, in connection with the Secretary of State's recommendation that I should be given a bonus if I proved satisfactory, Mr. Cox wrote - "Very satisfactory, I have much pleasure in doing so".
It certainly appears very anomalous to me that a man who is capable of taking charge of the Department should be drawing only the same salary as some others, and I would respectfully ask that I may at least be put upon the same footing. I may be permitted, perhaps, to draw attention to the fact that Messrs. Fox and Burtis have had their salaries raised during the last year according to the Colonial Office List. Officers in similar positions in the Straits are drawing little more than half of what other overseers in the Public Works Department are drawing.
Another point which I would respectfully ask you to consider is that I have had sole charge of the Department on three occasions since my appointment, viz: in 1893, for three weeks; in 1894 for three months, and last year for eight months, and I have reason to believe that I carried out my duties satisfactorily. I wrote to Sir William Robinson on 4 October.
The sum of $30 per mensem which I am allowed at present does not permit me to live in the European part of the town, and I beg to request that a more liberal House Allowance be allowed me in accordance with the prevailing rate of house rents, which have been going up.
